To become a better footballer you have to play with kids better than you (physically, tactically, technically etc.), this doesn't necessarily mean that they have to be older than you. The key is Quality v.s age. If your U15 team is better quality than your U14 team, I'd stay with the U15, whichever one gives you the opportunity to learn more. Playing comes later with experience, at this age you want to learn. Training with them all the time will help you develop and with hard work/mental persistance you'll achieve more playing time. Its all about attitude. But for all this to happen you have to be comfortable with your own ability, some kids dont want to play with better kids cuz they're afraid of getting embarrased, relax its just a game and we all get skooled we just have to laugh about it. Kobe Bryant said in his doceumentary "I love guarding Tony Parker cuz everyone else is scared to guard him, I dont care if he makes me look like a fool its fun guarding the best players and I love playing against the best". This attitude has propelled him to become the best b-ball player in the world. Footballers are no different, to become better you gotta train with better players (and that usually means with older people). However with my current U18 team, the best players are 16 year olds-2 of them and they're 2 of the smaller ones. At the same time you gotta have fun, if its no fun playing with the U15 kids (if they're not nice people), then its up to you. Good luck, and have fun!
Oh ya i almost forgot one important thing, the key to development is to set goals. THIS IS VERY IMPORTANT. Set goals and prove to yourself that you can reach them. This will not only train you football abilities but you mental game as well, you'll keep focused and stuff.
